The user should be able to interact with the visible panels without interrupting the Present Windows effect. This is basic UI/UX stuff, which other DEs support. This issue was discussed in a related-but-different report, https://bugs.kde.org/show_bug.cgi?id=178913, and it seems the issue was forgotten.
