There is a regression in Plasma 5.9 concerning the krunner. It does not suggest open konsole windows, it only offers launching another konsole windows.
When I enter Konsole I do get my opened Konsole windows. Can you describe in more detail what feature supposedly went missing? Or are you refering to the defunct "Open a New Window - Konsole" and "Open a New Tab - Konsole" entries we used to have?
The option to switch to an opened Konsole window is missing. The Window module is enabled, I can search in Krunner for my opened Dolphin, Firefox and Chromium windows but when I search for the opned Konsole window, it gives me only the option to start a new Konsole instance. I can see the Konsole window in my Task Manager and I can Alt-Tab to it. I have a laptop and a desktop both running KDE Neon with the latest updates and they both have the exact same issue.
I noticed that I can search for the title of my Konsole windows and it's offered as a suggestion but it does not work if I search for Konsole although the title clearly has console in it. One example of my Konsole window's title is: revan@revanbuntu:~ — Konsole
I've just tested this and it shows my open konsole windows. Can you please test and confirm if this issue is still occurring or if this bug report can be marked as resolved. I have set the bug status to "needsinfo" pending your response, please change back to "reported" or "resolved" when you respond, thank you.
