There needs to be a partition manager included on the neon image. It helps when setting up a new system to setup the partitions so data can be copied etc before installing kde neon

Neon's software selection is intentionally tiny. We don't see a partitionmanager fit into that unfortunately. There are great live distributions available for partitioning and related needs, I'd advise using one of those.
