When selecting the Timeline ruler to the 'hh:mm:ss:ff' format the display shows from 00 to 24 for a 25 images per second video, so it does not correspond to the milliseconds...
I don't understand. The 'f' is indeed supposed to be the frame number.
For me the ff means the milliseconds, as the format shows hours:minute:seconds the ff as to be in the same time unit not in frames which make confusion, or it has to be separated like hh:mm:ss - frame 2/25
