GLib have protocol for its global menus - called MenuModel. AFAIK, LibreOffice also uses it for its menus.

Can KDE support it (via qmenumodel or via daemon than translates MenuModels of GTK applications to DBusMenus)?

For MenuModel examples - file-roller.

I think, this will help GTK apps integration to KDE a lot:)
