When applying the auto mask effect to a bin clip (as opposed to a timeline clip), then the blur rectangle overlay is not shown and can't be manipulated by the user.

Related to refresh monitor issue. If one clicks to another clip and back the red rectangle appears.

Cannot reproduce in current git (and 21.04)
