Not 100% if this is the fault of KDE Neon for probably deleting `/usr/share/sddm/themes/breeze/` then unzipping the update, or if it's intentional for theme.conf.user and the wallpaperFilename.ext to reset every update.
Noticed this issue after upgrading to KDE 5.9.0 User Edition. I was unable to reset the wallpaper from systemsettings.
Huh you're right David. Just checked that it's still blue by opening a new session. I didn't actually check to see if the theme.conf.user and wallpaper was deleted. Guess they might have just been ignored, like they are now.

I haven't been seeing this in the recent releases. The SDDM theme points to the Next wallpaper.
