Yes, the timer should start running at every keystroke (even if it is just a modifier key). Rationale: Pressing a modifier in preparation for capitalized letter or a symbol is part of the training. I think that's the common case. About global shorcuts (e.g. for switching to different keyboard layout) KTouch can't do anything. KTouch doesn't even know them (that's the job of the window manager), so it can't ignore them for triggering the timer.
