According to bug 370247, less privileged bugzilla users are not able to change the assignee of a bug.

This is problematic when they report a bug in a wrong product/component, but decide to move this bug themselves, without letting a bug triager do it.

Expected result:
- user is not able to move a bug, -OR-
- user is able to change the assignee (automatically using default assignee for new component) -OR-
- assignee is automatically changed even for users that are not privileged.

Hmm, I guess this is a bug in Bugzilla itself.

Could you file this with upstream?

I guess the enhanced default permissions for every user fixed it.
