On this Vaio Pro 13 (Integrated Intel graphics), once the battery reaches 5% and the applet begins its throbbing animation, the CPU usage is between 15% and 25%.  Seems counterproductive to use more CPU when almost out of juice.

this is true for animated connecting network interface applet too,
not powerdevil dependent

It's a symptom of a problem, it's not the actual problem.
