The package xkb-data-i18n which lives in universe provides the translations for xkb-data, that is all the messages for the translation domain xkeyboard-config. This it required to have all the layouts and rules in the keyboard config module translated. To illustrate. Run: LANGUAGE=de kcmshell5 keyboard without and with the package installed.
Pretty sure this is a side effect of https://phabricator.kde.org/T2860 being unresolved. The i18n data is packaged separately because it would be in the base language pack which would be installed on !english installs but not when switching language after install as per that phab task. That being said, I don't think depending on the split package is the way to go, but instead resolving that task. Alas, AFAIK the last on this were like 3 requests for VDG input to no avail.
