This problem also exists on Ubuntu Gnome 16.04 x64. On a separate Windows 10 x64 box, the maintenance window is properly sized.
Question: I'm not quite sure: Can you manually change the size of the Maintenance window? Maik

Seems like you may have already answered your own question already. But in the interest of completeness, yes the maintenance window can be resized on both Ubuntu and Windows.
