When I have a konsole in fullscreen (F11) mode on one desktop, the stacking order of windows on other desktops cannot be changed anymore.

Expected:
The stacking order of windows on other desktops should be changeable.  For example, clicking the status bar of a background window should bring it to the front.

Observed:
Clicking the status bar of a background window focuses it, but does not bring it to the front.  Once I quit fullscreen mode of the konsole (F11 again), this works properly again.

I am not sure whether this is a konsole or a window-manager bug.  However, I could not reproduce this issue with evince in full-screen mode.

Seems to be fixed in 16.12.3.
