This behaviour changed from previous versions. Old: Ctrl-click on a link opens the link a new tab and loads the new page in that tab w/o switching to it. New: Ctrl+click opens it in a new tab but switches to it right away. Open new tabs in background is selected in the configuration. When right clicking on the link + "open in new tab" is selected in the popup the old and correct behaviour is used, open in new tab but do not switch to it.
I can confirm this here. Apparently the "Open new tabs in the background" setting is exactly inverted if you middle-click or Ctrl+click on a link. I.e. if you *disable* the setting, the tabs do open in the background. Right-click and choosing "Open in new tab" correctly respects the setting.
