On boot, KDE applications won't scroll. Resetting the mouse settings by making any changes to the mouse settings in input setting fixes the issue.
This behaviour has been seen on KDE Neon Dev Stable and Kubuntu 16.10

Don't close bugs marked as reported! Bug policy clearly states this needs to be done for needsinfo bugs.
Can you still reproduce this? I haven't seen any reports in a very long time, and I don't experience the issue?
