Example of buggy Displays which is impossible to fix

The Displays dialog does not show scrollbars when its size exceeds the available space. So if you change to a lower resolution, one that hides OK/Apply, it becomes impossible to change display options from then on. This bug is complemented by the fact that scaling options only apply after a reboot, the user can trap themselves.

Reproduction steps:
* Open the Displays dialog
* Set the resolution to something low which will hide the lower portion of the dialog
* Reboot (or just close the dialog, just trying to be a QA completionist)
* Return to Displays dialog

Expected result:
* User can make changes by clicking OK/Apply

Actual result:
* Lower part of dialog is hidden and it's impossible to scroll down to apply changes
