Do you have the plasma5-desktop package installed? This package offers the Plasma kcm modules.
No. I don't want to install 156 MB just for proper theming though, so nevermind. Kind of ridiculous Qt5 doesn't have a straightforward color scheme setting.

Oh okey. Then you misunderstood it. To change the Qt5 configuration, you either have to use the tools provided by Plasma, or the qt5ct tool. "Missing icons" refers to themed icons in applications, not modules in system settings.
I'm trying systemsettings because color schemes in qt5ct proved to be rather finicky. I never thought it didn't.
