When I try opening emacs from either a launcher icon on my panel or from the kickoff menu, most times I end up with an unresponsive panel as well as the inability to right click on my desktop. Switching to a virtual terminal and then back to tty7 seems to unstick things.

Steps to reproduce

1. Log in
2. Start emacs

It appears that this goes away when running plasma failsafe desktop.

Does running 

alt+f2  kwin_x11 --replace also fix it?

I ended up following some advice from the gentoo wiki (https://wiki.gentoo.org/wiki/Intel#Configuration) and turning on explicit modesetting. It seemed to fix the problem up, so I'm assuming the issue I was having stemmed from the intel driver, not plasma.
