In settings time is right. In bar thats wrong.

Recently in Turkey clocks changes. It will be UTC +3 all the year.

1. As a fresh Neon install i choose Turkey from map, it shows and adjustes as UTC +2

2. After install and full update it shows as UTC +3 in system settings but shows UTC +2 in plasma clock (bottom corner)

All time zones adjusted as Istanbul-Turkey

Confirm wrong time. 
It's like https://bugs.kde.org/show_bug.cgi?id=370149
and fixes in QT https://bugreports.qt.io/browse/QTBUG-53071 for  5.6.2, 5.7.1 versions.
