The problem still persists with: kde-frameworks 5.29.0 kde-plasma 5.8.4 kde-apps 16.08.3/16.04.3/4.14.11 No problem with qt 5.6.1, first occured in qt 5.7.0 and still valid for 5.7.1. I have two monitors and on the left one a vertical panel (right side). Just in the middle around 1/3 of full height. When I now move one window on the left screen up/down, that window graps on the upper and lower edge of the panel. Just in a small area, like it graps the edges of the screen. When this is done on the right screen (The one without the vertical panel.) it is not possible to position the upper edge of the window between the upper and lower edge of the panel. (eg. Moving it down from the top to the bottom of the screen: It sticks on the upper edge of the panel, the mouse moves down, when the mouse is below the lower edge of the panel, the window jumps down. Similar for moving up.) When I move the window between those edges on the left screen, it is not possible to move it to the right screen. (The upper left corner of the window always stays just a bit left of the panel.) Moving with alt+click works as expected. Also added a new user. Added vertical panel like the original user. Updated to qt 5.9.1. Bug persists.
This sounds a lot like bug #371199 which has a fix in the upcoming 5.11 release. If 5.11 does not fix the issue, please reopen this bug report. *** This bug has been marked as a duplicate of bug 371199 ***
