Settings -> Shutdown and Startup -> Desktop Session -> Turn off "Offer shutdown options"
Go to Dashboard and see only Logout under Favourite list
Now Turn on "Offer shutdown options"
You can still see only Logout. Shutdown and Restart are still gone.

Shutdown and Restart must re-appear after i turned on "Offer shutdown options".

Also if i create new Dashboard it will have those options but if repeat steps they'll gone in the new one as well.

They aren't actually gone - they disappear and reappear in the "Power and Session" category in realtime as needed. Disabling the options automatically removes them from the favorites, and it's true they're not re-added automatically; you need to add them back as favorites yourself.
