When user clicks on some items of help menu like help, donate, launching bug report wizard etc  or tries to access them by pressing shortcut. (for example F1 for help) partition manager displays and error stating
"Could not start process Cannot talk to klauncher: Not connected to D-Bus server."

So the above mentioned entries in the help menu are useless for the user.

Kubuntu 16.04 partitionmanager 1.2.1 -> works

Neon devedition git unstable partitionmanager 3.0.0 build from sources -> works

partitionmanager master in frameworks/workspace master build from sources -> works

Conclusion:
Your installation is incomplete/broken (Distribution?, System?, Version of Partitionmanager?))

Sorry I forgot to mention the distribution and system etc.

I have plasma 5 with latest packages running arch linux. I have noticed this most of the times even with newly installed system on arch linux. 

I have partitionmanager 2.2.1-1 installed from arch linux community repo.

plasma is on version 5.8.4 

let me know if you want any more information.

khelpcenter help:partitionmanager works for you?

Help menu items in other kde apps works?

I didn't have khelpcenter installed. I installed it now.
"khelpcenter help:partitionmanager" now shows the handbook for partition manager

Help menu from dolphin works, I don't know if it worked earlier when khelpcenter was not installed

however in partition manager when I click on help > KDE partition manager handbook - nothing happens and when I click on "Report bug" and then on "Launch bug report" wizard the error "Could not start process Cannot talk to klauncher: Not connected to D-Bus server" pops up.

I don't know what else I am missing.

I think that this is an Arch Linux feature.

A quick test:

Start the Partition manager with the '--dontsu' option and then click the Help >  KDE Partiton Manager Handbook.

If you get the Handbook then it could be the kdesu/dbus problem: https://bbs.archlinux.org/viewtopic.php?id=216530
