the pen cursor is offset on the canvas only and only in the y (vertical direction). The y offset is also always positive Y and dynamic (log scale maybe?) and not static, ie the offset is less the higher I touch on the screen and more the lower I touch on the screen.
Both Wacom and QT report the total screen resolution correctly.

Manually adjusting the vertical resolution to 2x the actual height the offset begins about a 1/4 of the way down the screen and starts as a negative Y offset and then proceeds to a positive Y offset,

Manually adjusting the vertical resolution to 1.5x the actual results in no offset until about 1/2 way down the screen and then a seemingly log scale offset the further I go down the screen.

DPI scaling is set to 100%(no scaling of UI elements) in display properties.

turning off both "quick note on lock screen" and "show ripple effect" in the Wacom pen options dialog in windows and also manually specifying my screen resolution in the Krita tablet dialog clears up the offset on my end.

with the noted wacom pen options off both Wintab and QT resolution options in the Krita tablet dialog produce correct cursor locations also.
