At least en-GB and es fail at cmake with the error:

CMake Error at /usr/lib64/cmake/KF5DocTools/KF5DocToolsMacros.cmake:156 (add_custom_target):
  add_custom_target cannot create target
  "5-es-docs-pim-kleopatra-index-cache-bz2" because another target with the
  same name already exists.  The existing target is a custom target created
  in source directory
  "/build/kde-l10n/src/kde-l10n-es-16.11.80/5/es/docs/pim/kleopatra".  See
  documentation for policy CMP0002 for more details.
Call Stack (most recent call first):
  5/es/docs/pim/kleopatra/CMakeLists.txt:3 (kdoctools_create_handbook)

Sorry, my mistake when looking at the output. en_GB works fine also here, yes.

i've fixed the svn sources for es. it'll be fixed for next release.

In the meantime you can apply https://paste.kde.org/pfgw9drsq
