I logged out, renamed ~/.config to ~/.config.old and logged in. I'm unable now to choose any wallpaper. qt 5.6.2 + kf 5.28 + plasma 5.8.3 + apps 16.08.3 The system is a Gentoo stable desktop
According to other reports I have seen, this issue is caused by the KF5 5.28 update.
What do you mean by "unable to choose"? Can you open the dialog and "wallpaper type" is empty?
Maybe caused by the switch to json metadata and this commit missing in 5.8.3? https://cgit.kde.org/plasma-workspace.git/commit/?id=bfb91f9de153d53a30d82ad6ce0d6732da4ab367 We had to add that to our plasma-workspace 5.8.3 package in openSUSE to make adding panels work again after the update to Frameworks 5.28. Haven't tried to change the wallpaper though, so I don't know if that had problems too...
Changing desktop layout from "Desktop" to "Folder View" is also not possible. You can select it, but "Apply" (or "OK") do nothing. The desktop settings dialog ignores all settings changes.

This bug was closed as "FIXED". So what do I do? There's no update in portage or anything.
I've hit a slow mirror. I updated again, and there was an update to kpackage, which applies the patch. It doesn't fix anything. The same issues are still there. Please reopen this bug.

The same issues are still there. With that commit in, you also need to rebuild plasma-workspace to fix the issue. Alternatively you can update plasma-workspace to latest 5.8 branch too
I rebuild kde-plasma/plasma-workspace after upgrading kde-frameworks/kpackage and I can confirm it works.
Thanks. I think it might be a good idea to revbump plasma-workspace though.

The bug is resolved as fixed because this is the KDE bugtracker and the bugfix has been committed to the appropriate KDE repository. Please complain to your distribution for updated packages, although they should already be aware as a mail regarding this issue has already been sent out.
