Created attachment 102272 [details] Plasma before extended desktop With Plasma running, every time I add a second monitor and the desktop is extended, Plasma panel covers the bottom part of every maximized window. After running "kquitapp plasmashell && sleep 3 && plasmashell" everything is back to normal.

I have de same problem. I extended my screen to second monitor, above first monitor. I have panel at top of first monitor. When I open any window, in first monitor, and maximize it, panel cover window and I can't access top buttons. I've upgraded to KDE Plasma 5.9.4, Applications 16.12.03, Frameworks 5.32.0 and Qt 5.7.1 (all from Neon repos) and the problem is still present.
Now I'm using KDE Neon User Edition with Plasma 5.10.4, Frameworks 5.37.0 and Qt 5.9.1. The problem is still present and 100% reproducible every time I add a second monitor.
Now I'm on KDE Neon 5.15, with Plasma 5.15.4, Frameworks 5.57.0 and Qt 5.12.0. The problem is STILL present and 100% reproducible. Please let me know what can I do to help to diagnose this problem. It's almost two years since reported and there is ZERO answer from any KDE developer. Honestly this is really frustrating.
Plasma developers might only have a single screen (e.g. laptop), couldn't confirm the issue on their system, or just didn't yet have time to check it. Also, the code to handle multiple screens is spread around several components, including xrandr, kwin, and Qt, and is simply impossible to debug without your actual setup.
My setup is pretty standard: KDE Neon User Edition, Intel graphic card, default drivers. I'm using a standard external monitor with a standard resolucion (1280x1024). It's hard to believe no one KDE developer has a similar setup. I keep my offer to provide more info if needed. But the lack of any answer from a developer in almost two years is very disappointing.
A lot has changed since this bug was filed. Is it still reproducible for you in Plasma 5.25? We made a lot of multimonitor improvements in that version.
