Allow for users to control the transparency levels of panels and plasmoids.

Changing the theme is up to theme designers.

We have a wide range on store.kde.org. You can tweak transparency in the metadata.desktop of the theme file, or the SVGs themselves.

We won't add theme configuration on top of theme selection as it's redundant and will clutter the UI.
