Some of the islands in Norway are not well defined on your current standard atlas. I therefore suggest that you use openstreetmap and create an optional, slightly more detailed map, let's say 700 mg in file size, or perhaps even 1 gb. Then you add a download button in Marble, and let user install it with one click.
We're working on it, the map is called Vector OSM. I'll attach a screenshot comparison for both showing the Lofoten. Note that Vector OSM will be way more detailled even, the screenshot is taken at level 9 where the size of all map data for the whole world up to this level matches the size you have in mind.

We included a preview (experimental) version in the last stable release already. The development version has a vast number of improvements though, to be part of the next stable Desktop release in December. The same map is used in our Android version "Marble Maps", currently available as a public beta [1] and scheduled for release end of November (in two weeks) [2]. Later on we will likely use some of the data from the Vector OSM map theme in the Atlas map to provide more details and updated data there.
