When using the file/open saved dailog in:

 KDE Frameworks 5.27.0
 Qt 5.7.0 (built against 5.7.0)
 The xcb windowing system

If the dialog is called from a kde4 application, e.g. basket, konqueror, etc..., the file open/save action requires a double-click to actually open a directory or open a file. A single-click seems to load the file or directory name into the filename edit widget, but does not actually change directory or open the file. For example, open your favorite kde4 app, (e.g. konqueror --profile filemanagement) and the press 'ctrl+o' or choose 'File -> Open'. The dialog that is presented does not work on a single-click basis.

However, if you do the same with a kde5 app (e.g. kwrite, kate, etc..) the single-click to change directory, open a file, works as it should.

A screenshot of the dialog at issue is provided in case it helps with identifying which dialog is at issue. This may be a regression as it seems that this has been marked fixed related to a couple of individual apps or non-kde apps, but it is not fixed now regarding kde apps (see, e.g. Bugs https://bugs.kde.org/show_bug.cgi?id=181017, https://bugs.kde.org/show_bug.cgi?id=235159)

KF4 is unmaintained. Works for me in KDE Frameworks 5.45.
