Since Okular 1.11 (20.08) we have a new annotation toolbar, so this problem may be affected. In particular, the new annotation toolbar holds a “Continuous” action, which decides whether annotation tools are deselected automatically. Could you describe the problem more detailed, and check whether it still applies?
