Pressing Alt+1(the default switch to first tab) does nothing. Tried on multiple machines and virtualboxes with different parameters. The problem is present since I've installed kde neon weeks ago.

Reproducible: Always

Steps to Reproduce:
1. Press Alt+1 when in a browser like FF, Chrome etc. or a terminal emulator like konsole or gnome-terminal.

Actual Results:  
Nothing happens.

Expected Results:  
Switching to the first tab if multiple tabs are present and we aren't on the first tab.

Pressing Alt+1 in firefox works fine here (Alt+x, switch to tab x).
Pressing Alt+1 in konsole/yakuake only outputs a '1' in the terminal.

I tested this on the latest version successfully. Firefox switched properly, and Konsole worked fine after setting shortcuts for each tab (they are blank by default).

Operating System: KDE neon 5.14
KDE Plasma Version: 5.14.2
Qt Version: 5.11.2
KDE Frameworks Version: 5.51.0
