Context: I sometimes have an external VGA monitor connected to my laptop, which I unplug sometimes.

* Problem 1: The panel consistently appears on the external monitor, even though I consistently indicate the built-in laptop monitor as "primary". Just a suggestion: you could try to clarify the semantics of "primary monitor", for example in the help section of the configuration dialog. 
This problem is around since Plasma 5.

* Problem 2: Since a few weeks, when unplugging the external monitor, the panel remains on the external screen (and thus remains invisible) or migrates back to the built-in screen. This behavior is erratic and independent of the choices I make in the System Settings / Display and Monitor.

* Problem 3: Until a few days ago, I still managed to reestablish a new panel on the built-in screen of the laptop with a "create panel" menu item of the desktop menu. This menu item has disappeared.

Reproducible: Sometimes

Steps to Reproduce:
The projection of the panel is always on the wrong screen. That is about the only thing that is deterministic. All the rest is erratic and unpredictable. 

Actual Results:  
I cannot use my laptop anymore without an external monitor. Differently said, when using the laptop stand-alone, I cannot control essential functionality any more, like connecting to the internet. The system is practically unusable.

Expected Results:  
This is sort of a wish list:
* I would like to be able to configure the position of the panel myself, instead of having the system make a dictatorial choice for me. (see Problem 1)

* When detaching an external monitor (either automatically, when unplugging the monitor, or after using the Display and Monitor dialog), I would like revert to a situation where essential system information is still visible and not projected to some sort of nirvana. (see Problem 2)

* If all else fails (which unfortunately happens quite often recently), I would like to be able to restore reasonable defaults (see Problem 3) without fumbling around with system configuration files.

What version of Plasma? 
You can find out in kinfocenter if you're not sure.

 Can you also upload your ~/.config/plasma*

The KDE Plasma version is 5.5.5
Qt Version 5.5.1

There seems to be a similarity with Bug 356225, with the difference that in my case, the panel gets completely and irretrievably lost. 
Apart from that, in the System Settings / Display and Monitor, the "Manage and configure monitors and displays" dialog has got lost and has been replaced by a screen locking dialog.

I asked for a file two years ago, and I've still not got it. Closing. Hopefully it's been resolved elsewhere
