After update to version 5.8 I have problems with keyboard layout switching.

I have two layouts, cz and en, switch mode global, but layout switches to cz when i change window, tab in konsole, even tab in Idea IDE. 

Sometimes switching stops work completely, often after switch to Chrome window. Switch to another app and back helps.

I have tried to change setting, reorder layouts etc, no change.

KWin is not responsible for keyboard layout on X11.

The shortcut I've set to change keyboard layouts (ALT + Shift) randomly stops working on KDE Neon.  When that happens, I have to use the system tray icon to change layouts, then the  keyboard shortcut will start working again. This has been affecting me since I installed Neon months ago.

Unlike OP, I've set it to affect only the current application. My secondary layout is a custom layout I've made for myself.
