Can you reproduce the problem using digiKam Linux AppImage bundle ? The last
bundle is available at this url:

Yes. I can reproduce with "es" and "pt" translations.

The plugins properties are defined in tool desktops file from kipi-plugins. 
The setup plugins list view which show the plugin categories is managed by libkipi.
Move this file to the right place
