It says "Shortcut conflict: Could not set Shortcut Ctrl+Fx for Desktop x", which sounds suspicious as there is not a single shortcut in kglobalshortcutrc. Reproducible: Always
Can you check in your kglobalshortcutsrc whether you have a group for a kwin unit test which grabbed the shortcut?

I have the same problem. Grepping my .config/kglobalshortcutsrc for Ctrl+F1?[0-9] returns the following: Expose=Ctrl+F9,Ctrl+F9,Toggle Present Windows (Current desktop) ExposeAll=Ctrl+F10\tLaunch (C),Ctrl+F10\tLaunch (C),Toggle Present Windows (All desktops) ExposeClass=Ctrl+F7,Ctrl+F7,Toggle Present Windows (Window class) ShowDesktopGrid=Ctrl+F8,Ctrl+F8,Show Desktop Grid Switch to Desktop 1=Ctrl+F1,Ctrl+F1,Switch to Desktop 1 Switch to Desktop 2=Ctrl+F2,Ctrl+F2,Switch to Desktop 2 Switch to Desktop 3=Ctrl+F3,Ctrl+F3,Switch to Desktop 3 Switch to Desktop 4=Ctrl+F4,Ctrl+F4,Switch to Desktop 4 show dashboard=Ctrl+F12,Ctrl+F12,Show Desktop The Switch to Desktop shortcuts are the same ones I used in X (this is only a problem in wayland (at least for me)). However, I think this bug is just a symptom of https://bugs.kde.org/show_bug.cgi?id=370344, because the shortcuts do actually switch me to the correct CD, but the pager widget is empty and the Virtual Desktops setting doesn't save when I make changes. Version info: Plasma Wayland 5.12 on Arch Linux (using the official packages).
