OTR-Proxy is a complex intermediate component of KTp, which is not really optional in terms that if you have all dependencies, then it will be a part of the build.
The problem that there is a bug in the component and you want to disable it, then you have to break its dependency.

Dear user, unfortunately Telepathy is no longer maintained.

Please migrate to another solution, e.g. for Jabber a possibility is Kaidan, for Matrix a candidate is NeoChat.
