I've installed neon on a VM for a friend who wants to try out linux. During installation the keyboard layout was set to English(UK), after the installation finished i've tried to change it to English(US) to no avail. Under regional settings i set "American English" as preferred and only language. Under formats i have "United States - American English (en_US)" set for everything. Logout/reboot, nothing changes.... Under input devices i added a new layout+ a shortcut..... hit the shortcut combination, nothing. Logout/reboot again, nothing. Had to go the "non friendly way" and google how to do it..... dpkg-reconfigure keyboard-configuration. Come on guys this is the kind of stuff that makes it hard to recommend "linux" to "desktop" users. Reproducible: Always
Assigning this to neon, as it works here with a different distribution (openSUSE Tumbleweed).
Btw, funny that you want to suggest neon to novice users. I remember neon had a different audience.
Well if Neon is not aim to everyday desktop users anymore the main and download page wording needs to be change asap. Also that would explain a lot.

Don't have this Neon system anymore, marking it as "works for me" since it does works for me in newer releases of KDE.
