It would be very useful if there was support for "Below Active" state for windows and more important for panels.

"Below Active" should mean that a panel is hidden when the active window overlaps with the panel. When the active window does not overlap any more the panel can be shown above the windows that are not active.

Martin, during a conversation concerning the "Below Active" state you had responded that this should go into kwin as a new layer..
