This seems to be a bug with either the Powerdevil configuration but looks related to the Xorg driver, I had previously added this but should have reported properly instead of just on the ubuntu bugtracker https://bugs.launchpad.net/bugs/1503168. I haven't tried that fix yet with the latest Manjaro but it does also apply as well with both Kubuntu 16.10 and Manjaro with all updates including the Intel DRM nightly drivers from git. This seems to affect multiple types of Dell laptops also including the Studio 1737 and N7010 (both about 10 years old) and both with integrated Intel HD graphics. The Kubuntu install is since Alpha release, and the Manjaro install since 8/15 and is running 4.8.0-rc4-mainline as well. Appears the issue has resurfaced since the KDE 5.x branch.
