If a Konsole window is open when I log off, two linked windows are shown when I log back in.

They are linked in the sense that whatever I do in one is simultaneously reflected in the other, be it typing or executing commands.

Reproducible: Always

Steps to Reproduce:
1. Open Konsole window.
2. Log off.
3. Log back in.

Actual Results:  
Two linked Konsole windows are shown.

Expected Results:  
A single Konsole window.

Running KDE Neon 5.7, Konsole version 16.08.0.

I can confirm that behaviour is also seen in the kubuntu CI packages
