When browsing bugs for a specific program/component, quick search should have a checkbox to show results only for the selected program/component.

Yes, at bugs.kde.org there is a 'browse' link at the top. If you click it you can select a program from the list. Once I have selected a program, I'd like the quicksearch bar at the top of the page to only search for bug reports for that program.

You should use the Advanced Search, and you will be able to select specific program/component:
https://bugs.kde.org/query.cgi?format=advanced

Quick search does not work with filters in Bugzilla.
