This problem does not happen with all icons. See good and bad icons in screenshot samples.

Reproducible: Always

Steps to Reproduce:
1. open any of these apps: chromium, Opera browser, Vivaldi browser, tixati, gnome-mpv player
2. minimoze ALL windows
3, see the panel tooltip

Actual Results:  
blury/pixelated app icon

Expected Results:  
clear app icon

Do any of them provide high resolution icons? 
If they don't, that's the fault of the application.

If they do, then it's our fault - can you reset this bug to unconfirmed when you reply.
