Changing your desktop layout to "folder view" is not preserve after logging out or rebooting.
It will reset back to "Desktop".

Reproducible: Always

Steps to Reproduce:
1.Right click on the desktop and select "Configure Desktop"
2.Set layout to "Folder View"
3.Log out and back in or reboot

Actual Results:  
Desktop layout goes back to "Desktop"

Expected Results:  
The change to be safe/restored.

...Forgot to mention that this goes for changing your wallpaper type to tweaks.

Here's another way you can reproduce this one and also notice another, although related bug:

Logout and delete .config and .cache from your home folder.
Login again and Right click on the desktop and select "Configure Desktop".

You'll see that 2 windows for "Configure Desktop" will open. 
Any change you do here will not get safe, until you change your desktop layout, which will silently crash the window after doing so. Logout/in to see the desktop layout has been reseted.

The other related issue...
While having the 2 "Configure Desktop" windows open, Clicking/giving focus to one them will mess up the desktop, it will og black, will be unable take "right click", clicking/focusing the other one again will fix it.

This 2 windows only apear when there is no .cache and .config folder present in your home folder.
If no changes where made to the desktop layout, this 2 windows will keep poping until you.
If you made a layout change but close first the window that does not mess up the desktop, you will end up
with a mess up desktop until login again.
