hen we are updating packages than for each of them progress bar is rendered. For some reason it reaches ~ 75% for each of packages and that for a moment all progress bars are set to ~ 15% and packages start to install. See link to the video - it demonstrates this behaviour.

Reproducible: Always

Steps to Reproduce:
1. Open Discover Updater when there are some updates available
2. Click Update
3. Observe progress bars (they all reach ~ 75% than it jumps to ~ 15%)
4. See packages beeing installed

Actual Results:  
Progress par for package download reaches ~ 75% than jumps to 15%.

Expected Results:  
Progress bar should reach 100% for package that is downloaded and never jump to lower value.

I confirm same behaviour here with User Edition KF5 (5.24) and plasma 5.7.3
