I set the brightness level of my monitor to the lowest possible level. After a system restart, it's not longer at the lowest level.

Reproducible: Sometimes

Steps to Reproduce:
1. Use the system tray battery monitor/display settings icon to set your brightness to the lowest level possible
2. Restart or turn your system off

Actual Results:  
The brightness level is no longer at the lowest level, but at the second lowest level.

Expected Results:  
The brightness level should stay at the lowest level no matter how many times I restart/shutdown the computer or log off from my account.
