I have tried multiple kinds of brushes. Whenever I use the fill tool within a shape, it fills the entire layer instead of just the shape. I tried saving and reopening many times. I also tried filling shapes on other files and the tool behaves the same way. I made sure I have the correct layer selected, draw a closed circle with "freehand brush tool" and then click inside with "fill tool." This fills the entire picture with the color.

Reproducible: Always

Steps to Reproduce:
1.Draw any closed shape with freehand brush tool.
2.Change to fill tool.
3.Click inside the closed shape.

Actual Results:  
The entire layer fills with color.

Expected Results:  
The inside of the closed shape fills with color.

How can I color any detailed drawings if this fill tool is unusable?

This should already work. It could be that the threshold is too high for your drawing. Lower the threshold in the tool options  to check if that solves the problem. 

Otherwise check if fill entire selection is checked or not.

Also check thatr "fill entire selection" isn't enabled.
