When I drag a picture from my home folder (dolphin) to the desktop and is prompted how I want it interpreted nothing happens when I select wallpaper. The icon works fine.
HOWEVER, if I select _image_ plasma sets it up as a _wallpaper_.
So selecting image triggers wallpaper and selecting wallpaper does nothing.

I'm using oxygen icons if that makes any difference. 
KDE neon 5.7.2

Can you add a screenshot of that selection menu? I get two options, Wallpaper and Icon (creates a shortcut to the file) both of which work.

sorry about delay. Thought I had already uploaded screenshot.
It still happens on KDE Neon 5.8.2.
actually if I select the "Image" it gives me as a wallpaper... OMG, I think I know the misunderstanding. 
"Widgets" and "Wallpaper" are headings not options.
In KDE 4 choosing image gave me an image frame widget with the image loaded! 
Sorry! I guess it's a misunderstanding, but to me it's quite unclear, probably especially since I have used KDE4.
