Stiven, maybe your effect can be reproduced in MLT/Kdenlive using the existing effects and transitions. What is your source footage? What do you do currently in Gimp?
I didn't find in kdenlive's effects. On gimp, i go on "filters --> shadow and light --> drop shadow" (or something like that, i use it in french :/ The only way i found in kdenlive is to add a transition between the picture and another picture in png where i got only shadow. So, i need 8 tracks to "shadow" 4 pics i make vidéos like you can see on my website http://www.etcomment.fr
Ah, now I see, you want a drop shadow around your frame in a way similar to what Gimp does? There's help doing this using the built-in effect and transitions in Kdenlive. Then this should be easily doable using a title clip containing the drop shadow, with this clip simply below your picture-in-picture clip. Which Kdenlive version are you working with?
By the way, the way you did it using two tracks for each clip+shadow is the right way to go!

I can't, so please be so kind as to close this report. Doing drop shdows as an effect would have to be done at the MLT or frei0r level, so with different upstream projects. Such an effect would need several parameters, such zoom and position, as well as the shadow parameters. Thr zoom, position, and rotation would need to be keyframable (animatable). A lot of work for a dedicated effect...
