When KRunner is not running (e.g. because it crashed and did not restart), typing on the destkop starts it, but pressing its global shortcut does not.

Reproducible: Always

Steps to Reproduce:
1. Kill KRunner
2. Press the Krunner shortcut


Actual Results:  
Nothing happens

Expected Results:  
KRunner starts

I remember this being an issue, also when trying out some of my KRunner plugins in a Kubuntu 18.04 VM. But it is fixed now.
