When focus moves from one window to another the panel pops up. See the attached video.

Reproducible: Always

Steps to Reproduce:
1. Set panel to auto-hide.
2. Let panel hide.
3. Switch to another window.
4. Panel shows up.

Actual Results:  
Panel pops up when focus moves from one window to another.

Expected Results:  
Panel stays hidden. It should pop up only when something is happening on the panel.

It is very annoying :(

Plasma 5.7 has a fully-rewritten Task Manager backend and I can't reproduce this there.

I've just updated to ...

$ plasmashell --version
plasmashell 5.7.4

Packages: plasma-desktop 4:5.7.4-1, plasma-framework (5.25.0-1), kwin-x11 (4:5.7.4-1)

... and it behaves exactly the same as before.

However I found out that when I set panel to be overlapped with windows, the bug does not occur and it behaves correctly (except I don't want to see it when there is no window visible).
